The first Georgia Constitution gave the right to speech, religion, and press, and included separation of powers. The Constitution made the government bicameral, made up of the legislative and the executive branches. There was basically no judicial branch. It wouldn't be until much later that a set of laws and standards were set for judges and courts. The Articles of Confederation, the first Constitution, were a set of loose laws and included a weak federal government adopted in 1777. Most powers were set with the state. There was no national army, federal court system, and states created their own constitutions, different from the other states. The Articles did create a weak Congress. When the Constitutional Congress realized that the Articles were not unifying the states the desired way, they were changed. In 1789, the present United States Constitution replaced the Articles. |
